Two Years On: IYC Applauds Otuaro’s Impactful Leadership of Amnesty Programme

The Ijaw Youth Council (IYC) Worldwide has commended High Chief Dennis Otuaro, PhD, for what it described as “outstanding and transformative leadership” as he marks two years in office as Administrator of the Presidential Amnesty Programme (PAP).
In a press statement issued on Thursday and signed by its Spokesman, Amb. (Dr.) Binebai Yerin Princewill, the IYC said Otuaro’s tenure has brought renewed credibility, efficiency, and tangible development to the Programme and the Niger Delta region at large.
The group particularly lauded the Administrator for ensuring the prompt and consistent payment of monthly stipends to beneficiaries, noting that the development has significantly reduced restiveness and restored confidence among ex-agitators.
According to the statement, Otuaro has also recorded remarkable success in the deployment of both local and international scholarships for Niger Delta youths, thereby expanding access to quality education and empowering beneficiaries with skills for sustainable livelihoods.
The IYC further highlighted ongoing peace-building initiatives spearheaded by the PAP under Otuaro’s leadership, stating that his inclusive engagement with genuine agitators and key stakeholders has helped consolidate peace across the region.
“The Ijaw Youth Council is pleased with his leadership. We are proud of him as his administration has been so impactful and has clearly demonstrated that he is the best so far since the inception of the Programme,” the statement read.
Describing Otuaro as “a square peg in a square hole,” the Council said his leadership style—marked by accessibility, humility, and a deep understanding of the Niger Delta—has fostered unity and strengthened stakeholder confidence in the Amnesty Programme.
The group also expressed appreciation to President Bola Ahmed Tinubu for appointing Otuaro, noting that the decision has yielded significant positive outcomes for the region.
“We appreciate President Bola Ahmed Tinubu for finding him worthy. His appointment has proven to be a right step in the right direction,” the IYC added.
Reaffirming its support for the PAP Administrator, the Council urged him to sustain the current momentum in delivering peace, empowerment, and development to the Niger Delta.
The Presidential Amnesty Programme was established to reintegrate former militants and promote lasting peace in the oil-rich region. Stakeholders say recent reforms and initiatives under Otuaro’s leadership are positioning the Programme for greater impact in the years ahead.
