The felicitation was contained in a statement released on Wednesday and made available to the Liberator Newspapers Worldwide.
Signatories to the publication are Amb.( Dr) Shedrach Lucky . E. Agediga, Chairman Delta State Bursary and Scholarship Board, Amb. Tom, Willy Ebiakpo, former supervisory Councillor, Burutu Local Government Area of Delta State, Capt. Wilson Ogidigbaarere Aranta, Capt. Nelson Gelemu Ene.
