The office of the Presidential Amnesty Programme (PAP) has apologised to Niger Delta former agitators over the delay in payment of April stipends.
This was contained in a statement issued and signed by Freston Akpor, SA Media to the Interim Administrator, a copy of which was sent to The Liberator Newspapers Worldwide recently.
